      Epic Goal

This is a cross squad epic to prepare our repos for ACM 2.14.0 and MCE 2.9.0 development, in parallel to shutting down ACM 2.13.0 and MCE 2.8.0.

This will enable us to deliver GA for 2.13 and 2.8, in parallel to enabling some early spike work for 2.14 and 2.9 that should not be included in the GAs.

Target to have this done is by the beginning of Train-25 (starts on Feb 27, 2025) at which time Engineering teams will need to ensure fixes going into 2.13 and 2.8, also have a separate Jira to push the fix to 2.14 and 2.9.

      Why is this important?

Enable some early spikes and other foundational work for ACM 2.14.0 and MCE 2.9.0 in parallel to shutting down ACM 2.13.0 and MCE 2.8.0l

Targeting to have this in-place by the beginning of Train-25 (Feb 27th).
