We need to cherry-pick the changes for ROSA-HCP in since CAPA v2.7.1 from main branch. Then we need to Sync with openshift/capa team to sync those changes to downstream CAPA. The commits to cherry-pick are here (notes; exclude the fetaure-gate commits and the owner commits)
