Creating OpenShift cluster in Azure should default to 1024GB root disk for control plane

      Description of problem:

      The default in ACM for the root disk size is 128GB but after installing the cluster, RH Insights alerts that the size should be 1024GB per recommendations.

      Always

      Steps to Reproduce:

      1. Create a new Azure cluster in ACM web interface
      2. Use defaults that are given in the GUI
      3. Install cluster
      4. Wait for Insights to run (maybe requires ~24 hours?)
      5. Insights alert should fire on managed cluster

      Expected results:

      When using defaults, it is reasonable to expect that the cluster that is created is within the recommended parameters

      Additional info:

      Insights rule is called ccx_rules_ocp.external.rules.disk_low_throughput_in_azure
