Description of problem:
The default in ACM for the root disk size is 128GB but after installing the cluster, RH Insights alerts that the size should be 1024GB per recommendations.

Steps to Reproduce:
- Create a new Azure cluster in ACM web interface
- Use defaults that are given in the GUI
- Install cluster
- Wait for Insights to run (maybe requires ~24 hours?)
- Insights alert should fire on managed cluster
Expected results:
When using defaults, it is reasonable to expect that the cluster that is created is within the recommended parameters

Insights rule is called ccx_rules_ocp.external.rules.disk_low_throughput_in_azure
