Description of problem:

Service export ip got changed 

Version-Release number of selected component (if applicable):

acm version: 2.12.2

Submariner: 0.19.0

How reproducible:

Actual results:

 
There is a ceph mon daemon that uses the exported service IP provided by submariner.
 
Initially the IP was set to 242.0.255.249
 
But now it got changed to 242.0.255.248

Expected results:

IP should not change
