IBI fails when openshift-install is used to generate ISO image

      Description of problem:

      QE IBI test pipeline previously used ib-cli to generate the IBI install ISO image. Since ib-cli has been deprecated, we changed the IBI test pipeline to use openshift-install to generate the ISO. When a spoke boots from this ISO the boot process hangs and the OS enters emergency mode. 

      Version-Release number of selected component (if applicable):

      Target OCP version: 4.18.0-rc.6
      ACM 2.12.2 
      MCE 2.7.3

      openshift-install binary is from 4.18.0-0.nightly-2025-01-30-020111

      How reproducible:

      always- two different environments

      Steps to Reproduce:

      1. Deploy see hub cluster with standard hub cluster operators
      2. Deploy seed SNO using Assisted workflow and standard VRAN DU profile
      3. Detach seed SNO from hub cluster
      4. From seed hub cluster- Generate seed image from seed SNO
      5. From see hub cluster- Pre-Install target SNO 
      6. Deploy target SNO using IBI workflow 

      Actual results:

      Target SNO fails to boot during IBI deployment

      Expected results:

      Target SNO boots, deployment succeeds
