Utilize dryrun CLI in configuration-policy-controller tests

       To demonstrate the effectiveness of the dryrun CLI, we should use it ourselves to replace some of our existing test scenarios. This is also an opportunity to streamline the scenarios we run (testing both pod and namespace in a musthave policy is probably unnecessary, for example).

       

      Replace at least 3 test cases from https://github.com/open-cluster-mangement-io/config-policy-controller/tree/main/test/e2e

       

      Use the tests at https://github.com/stolostron/config-policy-controller/tree/main/pkg/dryrun/testdata as a pattern
