In one environment, there's one customized registry can be used to deploy klusterlet and observability image. 

• Configure ACM to use custom registry
• Deploy MCO CR

Acceptance Criteria:

• Verify on both OCP and non-OCP clusters:
• Observability image deployed on managed OCP cluster from the customized registry
• observability endpoint and metrics collector pods are deployed and running
• managed clusters metrics data are displayed on the Grafana console
