[ACM-1736] Upgrade metrics collection prerequisites
mbrudnoy I added QE:Confidence Yellow because I took much time on the other user story verification. On the other hand, this one no new test case is required, so it's a low priority to verify. I think I will verify this one on train 16.

cquredhat This story is now complete. The functionality only affects non-OCP spokes, so a regression test for non-OCP spokes along with validation of grafana dashboards for non-OCP clusters can cover from test perspective.

Verified with 2.11.0-DOWNSTREAM-2024-06-11-04-16-16, and AKS. The regression with the automation without failures. QE work was done on this user story verification.
