      Description of problem:

      Non-admin users may see an incorrect list of applications

      • Users with permission for a particular managed cluster (ability to create ManagedClusterView in the cluster namespace) may not see the applications for that cluster
      • Users with permission to create ManagedClusterView in a namespace will see applications from namespaces with the same name on all managed clusters

      Always

      Steps to Reproduce:

      1. Use a hub with at least 1 managed cluster
      2. Log in as a user with permission to create ManagedClusterView in the namespace of the managed cluster
      3. Observer the applications list

      Actual results:

      No applications are listed

      Expected results:

      Any applications from the managed cluster should be shown (there will always be at least some System apps)
