Certificate errors on ROSA HCP hub requests

      Description of problem:

      We are seeing "unable to get issuer certificate" errors on certain requests from ROSA HCP hub. The certificate errors we have seen occur on requests to the "rbac-query-proxy" & "cluster-proxy-addon-user" Routes.

      The environment is using the workaround found here to fix the unknown certificate error on install of OpenShift Service on AWS with hosted control planes cluster.
