Create a documented process for developers to onboard a product, maybe in a Git Repo in stolostron

1. What teams to notify: Konflux (build), installer, related pillars
2. At the beginning of the release, we should already be posting images and charts (even if they are NOOP)
3. Tracking delivery of actual images
4. We should talk that we never ADD in the last TRAIN, although we will still likely support this
5. Tracking documentation, clearly identify who is doing the core work and WHEN so we don't end up stuck at the end
