This is currently happening on the pm-demo cluster.

      Connect an AKS cluster

Deploy the packman app to the labeled AKS cluster

After a while, unlabel the AKS

The toplogy view for the application will not update.

Worked with @fxiang, we were able to clean up the topology view, to represent the current truth. SubscriptionReport CR in the managed cluster NS controls some of the data presented in the topology view. Edit/Removed the old data related to pacman application on dev-aks-central .
      oc edit subscriptionreports.apps.open-cluster-management.io dev-aks-central -n dev-aks-central
The cluster that consistently becomes out of sync and fails to reconsile is an AKS cluster. The other OCP managed clusters, the state is consistent and is never out of sync.

This happened with the upgrade to 2.6.0 and now again with the 2.6.1 upgrade.
