Description of problem:

Checking the most recent MCE images in brew, it appears that the image-based-install container image being shipped doesn't have the most recent changes.

This bundle images appears to reference the image-based-install-rhel9 image - registry.redhat.io/multicluster-engine/image-based-install-rhel9@sha256:dfe6f3eaa97945985395b5dbc8685149293936cc1d8586d31d8f0fdeb0daf574

After inspection it seems the upstream commit tied to this image is back from the beginning of October

Can we have some assistance with getting this image updated.
