Description of problem:

on mce 2.8, discovery options should support the range of '4.17', '4.18', '4.19', '4.20'
but instead is doing 4.16 to 4.19

Steps to Reproduce:

1. Install mce 2.5
2. Upgrade from mce 2.8 2.8.0-DOWNANDBACK-2024-12-19-14-03-01
3. attempt to make discoveryconfig
4. select the openshift version and see that 4.20 is not available
