      Problem 

      Today, there are other internal teams that depend on MCE for shipping their services (e.g., SD/ROSA/Cloud services using HyperShift). If the process is slow, it might affect those team and the servies they offer to customer. I.e., could have negative impact on the business.

       

      With that in mind we should expedite an effort to solve for how to provide fast/on-demand builds for MCE and the components that ship with it. 

      Overview 

      Currently, the ACM CICD squad handles the downstream ("productized") build of MCE.  

      People

       

      SD and others consume non-producitized builds of those components, , i.e. upstream builds done "on the side" by the component dev squads (eg. Hive/AI teams) and "released" by those dev squads outside of the context of a full MCE build.   Getting to a posture where SD and such consume faster builds of MCE rather than on-the-side ones would probably be good.
