For testing skip level upgrading on ACM, we will need to perform the following steps to validate from installer prospective. This will validate not only that the EUS upgrade functionality works but that the upgrade will be successful and the resources we expect from upgrading to 2.13 from 2.11 would work just the same as if it was upgraded from 2.12.

- Deploy OCP 4.16
- Install latest ACM 2.11 GA
- Run installer preupgrade tests
- Perform EUS upgrade to ACM 2.13
- Run installer postupgrade tests
