Description of problem:

ACM Must-gather currently copies (rsync) the hypershift binary from the hypershift-operator pods before running a hypershift dump. https://github.com/stolostron/must-gather/blob/0c2dbcfeca59574121e47098e9ae28f070a7a965/collection-scripts/gather_mce_logs#L85

In ROSA HCP, the debug handlers are disabled. As a result, the rsync of the hypershift binary will fail and so will the hypershift dump.

Steps to Reproduce:

Run a ACM must-gather on a ROSA HCP management cluster with options:

... /usr/bin/gather hosted-cluster-namespace=ocm-staging-2fer13kq2mh940dslm193a8gb5spv1aq  hosted-cluster-name=bmeng-hcp2

Actual results:

must-gather doesn't include hypershift dump

Expected results:

must-gather includes hypershfit dump
