Virtual machine actions should work without requiring any configuration from users.

Details

As of ACM 2.13 users must manually enable actions by annotating the search CR

oc annotate search search-v2-operator -n open-cluster-management virtual-machine-preview=true

Reasons for the current behavior:

• Opt-in for tech preview.
• ManagedServiceAccount and ClusterPermission objects are created for each cluster namespace. Need to limit to only namespaces where Openshift Virtualization is enabled.
