Description of problem:

ROSA HCP ManifestWorks containing the HostedCluster are propagated with up to 5 minutes delays from the hub on the ROSA HCP Service Cluster to the ROSA HCP management cluster.

Affects roughly 20% of ROSA HCP ManifestWorks.

Actual results:

ManifestWork payloads are synced with up to 5 minutes delay.

Expected results:

ManifestWork payloads should be synced within seconds.

Data has been attached to https://issues.redhat.com/browse/ACM-15162. We are seeing delays in new cluster imports to the hub at the same time, but also independently of this bug.
