It is easy to make mistakes when updating rules or relabel configs.
We should validate as much as possible the ScrapeConfigs and PrometheusRules from the addon manager on the hub and reflecting the validity state on the conditions of the resource.
This will be much easier to debug instead of having to log on the spoke and check the prometheus operator logs.
