Description of problem:

Cluster is created using ZTP method using ACM. Operator policies which are controlled by ClusterGroupUpgrade isstuck in "Non compliant" state. The install plan is not getting approved by CGU. When we checked the state of policies in ACM console - Governance, the error message indicates to check if the work manager addon is healthy. While checking the pods in open-cluster-management-agent-addon namespace, work manager pod is not created. And the addon shows as unavailable in ACM console - Cluster details page.
