      As part of the effort to produce metrics data on tracking ROSA-hcp provisioning duration end to end as documented https://docs.google.com/document/d/1xyrRteoO5jDOs2xtC_33hdkR5eBqV-GR91DwsMV47TI/edit?tab=t.0#heading=h.21akb3rcq8rl. , this task is to produce metrics in the hypershift addon agent:

      • HC creation timestamp
      • HC available timestamp
      • external-managed-kubeconfig creation timestamp

      These along with the metrics mentioned in the DDR above, ROSA-hcp SRE can generate a dashboard to see where the delays are if a provision does not meet the SLOs.
