Uninstalling MCH hangs when submariner is installed

      Description of problem:

      When trying to uninstall ACM, and in turn MCH, if submariner is installed, the MCH uninstall hangs when trying to clean up some resources. The logs of the submariner pod are below.

      Version-Release number of selected component (if applicable): I have seen this in OCP 4.17.3 and ACM 2.12.2

      How reproducible:

      It is reproducible all of the time

      Steps to Reproduce:

      1. Install OCP
      2. Install ACM (with MCH)
      3. Install submariner (link above)
      4. Uninstall MCH
      5. Note this hanging and the information in the submariner logs

      Actual results: ACM, MCH, and submariner should uninstall successfully if ACM is uninstalled.

      Expected results: MCH hangs during uninstallation, halting everything else
