As of MCE 2.7, the hosted control plane backup and restore procedure required some human interactions and also had a limitation where the backup and restore could only be done within the same cluster. 

This spike is to use the newer version of the hypershift operator to evaluate the current state of its HCP backup and restore and how it can be integrated with ACM business continuity.
