compile a list of different support/nonsupport scenarios for EUS upgrades

       Compiling a list of different scenarios for different combination of EUS upgrades can help the team understand and catch cases we might need to consider

      For example:1
      ACM is out of support (n-1) + OCP still supports version n and n-1 EOL * customer has 2.8 (n-1) on OCP 4.xx that supports version 2.9

      • 2.8 EOL
      • can customer still upgrade to 2.9?

      ACM is out of support (n-2) + OCP still supports version n-1, n-1 EOL * customer has 2.7 (n-1) on OCP 4.xx that supports version 2.9

      • 2.8 EOL
      • can customer upgrade directly to 2.9?

      ACM is out of support (n-2) + OCP does not supports version n-1 (can this happen?) * customer has 2.8 (n-1) on OCP 4.xx that support version 2.9

      • 2.8 EOL

      customer cannot see 2.9, what should they do?
      this may be unsupported now but may change with skip level upgrade4
      ACM is running an old version of ACM + OCP and upgrades OCP to a version that doesn't supports the installed version of ACM
      does their ACM still work?
