With the new support coming to upgrade from EUS to EUS, we need to add a EUS flag to perform an acm upgrade and the ability to skip levels

we will need to add it in two places, first will be in our jenkins job and add a parameter also in the jenkins job

second will be using that parameter and adding logic to address EUS upgrades in our ansible automation
