some hypershift clusterrole exists even after hypershift component is turned off

How reproducible: always

Steps to Reproduce:

1. install acm 2.11 and upgrade to 2.12
2. disable hypershift
3. clusterrole exists for open-cluster-management:hypershift-preview:hypershift-addon-manager

Actual results: no cluster role should exist

Expected results: cluster role exists

workaround would be the remove these resources
