OperatorPolicy not reporting on a subscription

      Description of problem:

      An informing OperatorPolicy was created to track the status of an existing operator installation. The policy was noncompliant, despite the operator seeming to be installed correctly - the policy status indicates it could not find the Deployment for the operator, marking it as "Inapplicable", but that should not be the cause of the noncompliance.

      Actual results:

      Policy is noncompliant, there is no Subscription in the related objects, nor a condition for the subscription, so the policy compliance message just says "
      the status of the Subscription is unknown". 

      Expected results:

      The policy should report why the Subscription is causing the policy to be noncompliant, ideally providing enough information for the user to resolve the issue.
