Policy/Application Wizard: DOM submit is fired on "enter"

      Description of problem:

      Within the Policy and Application wizard after focusing on a text field and pressing "enter" the DOM submit function is triggered and the page gets refreshed.

      How reproducible:

      Easily.

      Steps to Reproduce:

      1. Go to Policy Wizard or Application Wizard, click into a text field (should not be a text area field), press enter.
      2. See browser behavior.

      Actual results:

      Page refreshes.

      Expected results:

      Page should remain unchanged.
