Currently our daily qe hub cluster is destroyed eod without acm getting uninstall, it would be nice to test uninstall and reinstall then destroy the cluster

we can leverage our uninstall acm job that would destroy managed clusters then perform acm reinstall. We should capture the output in the slack auto notify channel before we destroy the cluster
