We need to validate upgrading the ROSA-HCP clusters y-stream release ex upgrade from v4.15.0 to v4.16.0

To apply the upgrade follow the doc https://cluster-api-aws.sigs.k8s.io/topics/rosa/upgrades and to confirm the upgrade success we have to check the

ROSAControlPlane.status CR status.
