Description of problem:

Using the latest tag in https://quay.io/repository/acm-d/mce-custom-registry?tab=tags&tag=latest for the installation of MCE on OCP4.14, (tags 2.4.6)
Downstream Snapshot: 2.4.6-DOWNANDBACK-2024-10-18-19-40-18

The installation is stuck at the verification of the status of the mce, with the following command prompting out "Progressing" 
oc get mce multiclusterengine -n multicluster-engine -o json | jq -r '.status.phase'
Expecting that it eventually changes to "Available"

For OCP 4.14 : tag that is failing to install: 2.4.6-DOWNANDBACK-2024-10-18-19-40-18

For OCP 4.15: 2.5.8-DOWNANDBACK-2024-10-22-21-40-00 

How reproducible:

100%, reproduced in OCP 4.14 and OCP 4.15 hub cluster deployments

Steps to Reproduce:

1. Install a 4.14 BM hub cluster, connected
2. Install MCE 2.4.6

Or

1. Install a 4.15 BM hub cluster, connected
2. Install MCE 2.5.8

Actual results:

multiclusterengine mce stuck in "Progressing" status

Expected results:
It reaches "Available" status
