High resource usage in console on MCE without ACM installed

      Description of problem:

      On our MCE-only regression environment, we are seeing a high resource usage on the console pods that is causing the console to be slow. There are only a few managed clusters on this environment (one hive, a few imported via kubeconfig and discovery)

      $ kubectl top po console-mce-console-d5dbdbb47-7l5nz -n multicluster-engine

      Steps to Reproduce:

      1. install mce
      2. observe high resource usage on console pods
      3. install ACM on top, notice the console pods are stable again

      After installing ACM, we can see the pod usage is stabilized again:
