Description of problem:
On our MCE-only regression environment, we are seeing a high resource usage on the console pods that is causing the console to be slow. There are only a few managed clusters on this environment (one hive, a few imported via kubeconfig and discovery)

- install mce
- observe high resource usage on console pods
- install ACM on top, notice the console pods are stable again
