Currently the documentation only specifies that an annotation needs to be added to AgentServiceConfig when installing OCP <= 4.15. It doesn't say that the annotation specifically must not be set when installing other versions. This should be added.

IMO this can either be a note (as it's the default behavior when CIM is enabled) or we can have an entirely "duplicate" section stating that the annotation must not be present in order to install clusters >=4.16 from a FIPS-enabled hub.
