Epic Goal
In a multi-hub scenario, add-ons from different hubs may coexist in the same namespace. When detaching a cluster from one hub, both the agent and the add-on namespace are deleted on the managed cluster, which also removes add-ons from other hubs. To address this issue, the add-on namespace should be preserved during cluster detaching in the multi-hub scenario.
