Description of problem:

When addon is installed in a customized namespace via AddonDeploymentConfig, the cluster-proxy pod runs but doesn't function, return err msg:

proxy to anp-proxy-server failed because tls: failed to verify certificate: x509: certificate signed by unknown authority (possibly because of "crypto/rsa: verification error" while trying to verify candidate authority certificate "open-cluster-management:cluster-proxy")
