      setting the mco-disable-alerting: true annotation in mco observability deletes

      the cluster-monitoting-configmap in openshift-monitoring project

      Steps to Reproduce:

      1.  edit mco observability and set the annotation, the cm in the cluster-monitoring-configmap in openshift-monitoring ns will get deleted
