Investigate whether QEMU kubevirt can run two HCP worker nodes

      The idea is you can set the USE_EMULATION: true, to enable kubevirt to run on virtual machines. Virt-on-Virt, unfortunately this is way to slow.  With BareMetal hardware, you can run a minimum worker node with 2x CPU, 8Gi and 32Gi DISK.

      After increasing the RAM to 8Gi, and pushing the CPU to 4x, it mostly works, but the console and image operators still did NOT come online.  Spoke with the Kubevirt team and they confirmed the performance is sub-par, and more CPU's are needed.

       

      On the Cluster Node kind, I could see exhausted memory and cpu, when using only 2x CPU and 6Gi of memory.
