      Epic Goal

Restore a Hub cluster to one of it's Managed Cluster.

      Why is this important?

ODF is looking at this for their HCI rack recovery. They have two clusters only, they want to restore the ACM hub to the ManagedCluster.

      Scenarios

When hub cluster crashes, restore that hub to one of its Managed Cluster.

      Acceptance Criteria

      ACM hub restore strategies work.

      Previous Work (Optional):

      1. Restore hub work

      Open questions:

      1. Can we use local-cluster rename to help us
      2. Can we use hosted mode?
      3. Can we use Agent namespace change?

I think the answer to all of this is NO, we can't do a regular import of the local cluster, which means we will always have a problem on restore to the Managed Cluster
