Description of problem:

We have a placement rule that applies a Subscription to any cluster which matches a set series of tags. When we apply these tags to a new ManagedCluster through out GitOps flow we do not see the cluster within the PlacementDecision for upwards of 10 hours despite the ManagedCluster object showing the updated tags correctly. Reviewing the multicluster-operators-placementrule logs we see that our placementrule is only reconciling about once every 10 hours.
