Epic Goal
To fix https://issues.redhat.com/browse/ACM-12962, a solution is proposed in https://docs.google.com/document/d/12V478qC5n4ZRMCqeOMYZCxlk7UNIWopFIrOKSN5mGuc/edit?usp=sharing. However, the ACM/MCE installation on a ROSA HCP cluster may still fail because there is no guarantee that the auto detected CAs include the CA for the external endpoint of ROSA HCP cluster API server. Since the auto detected CAs always include the CA for the API server internal endpoint, it's safe to use the internal endpoint to import the local-cluster.
