Description of problem:

Deploy the global hub with `global-hub/open-cluster-management.io/with-inventory` to enable send the message to inventory api. I found that the inventory-api pod cannot be started successfully due to 

/usr/local/bin/inventory-api: error while loading shared libraries: librdkafka.so.1: cannot open shared object file: No such file or directory
