start/stop/pause/unpause/restart does not work from 'Virtual machines' page

      How reproducible:

      Steps to Reproduce:

      1. Deploy ACM with in a BM environment
      2. Configure VMs on the hub
      3. Follow tech preview script to configure the environment for actions
      4. Select start/stop/pause/unpause/restart actions for VM

      Actual results:

      All of them return 406 error
