SiteConfig Operator should set proper vendor label on created ManagedClusters

      Description of problem:

      Currently, ManagedClusters created through siteconfig operator are not having their vendor label set properly. This is limiting ACM observability features out of the box. We should include the proper labels needed by observability in our templates referenced by clusterinstance.
