Set up CI pipeline for HypershiftDeployment

      We need to set up a CI pipeline on the ACM collective cluster to:

      1. Install/upgrade to a new MCE build every morning
      2. Ensure existing AWS and Azure HypershiftDeployments (hosting/hosted clusters) are still working (these HypershiftDeployments remain on the collective)
      3. Provision new AWS and Azure HypershiftDeployments and verify.
      4. De-provision the AWS and Azure HypershiftDeployments and verify.

       

      KCP Singapore Gateway already has very similar pipeline on the collective and documented here https://github.com/stolostron/openshift-pipelines/tree/main/kcp-sgs-pipelines. We could leverage most of this to set up our own pipeline.
