When attempting to uninstall 2.12, the local-cluster ns is stuck terminating

Version-Release number of selected component (if applicable):

      2.12

      Steps to Reproduce:

      1. deploy acm 2.12 and deploy some configuration policies
      2. attempt to uninstall the mch operator
      3. mch is uninstalled but the local-cluster namespace remains

      Additional info:

This was a qe team env so not everything I listed in the steps is accurate but i have the env still up if needed to look at

there were some finalizers remaining in the configurationpolicy resources
      finalizers:

      • policy.open-cluster-management.io/delete-related-objects
making the local cluster ns to be stuck in terminating
      • type: NamespaceContentRemaining

        reason: SomeResourcesRemain
message: 'Some resources are remaining: configurationpolicies.policy.open-cluster-management.io has 4 resource instances'
