It appears custom dashboards are not correctly loading on ACM 2.12

Steps to Reproduce:

1. Spin up observability on ACM 2.12
2. Deploy a new custom dashboard, for example use the sample one in the MCO repo: oc apply -f examples/dashboards/sample_custom_dashboard/custom-sample-dashboard.yaml

Actual results:

"Custom" dashboard folder created and the new dashboard is present

Expected results:

No dashboard
