Epic Goal

Remove the klusterletAddonConfig on ARO-HCP case.

Why is this important?

We install MCE+Policy on ARO-HCP cluster, the klusterletAddonConfig is only required to enable policy addon for each cluster. 

We can remove the klusterletAddonConfig CRD and its controller if policy can leverage the install strategy in CMA to install addons. 

Hypershift addon controller will not need to create the klusterletAddonConfig for the hosted cluster too.
