When removing the MCH, the multiclusterengine operator does NOT correctly clean up Submariner

      Description of problem:

      This may occur because mch has NOT completed installing before it is deleted or mce is deleted, but the gist is that mce operator can not complete because the ManagedClusterAddon for Submariner still exists.

      How reproducible:

      Has happened twice when uninstalling the Community Operator

      Steps to Reproduce:

      1. Uninstall the community operator (possibly before it has completed installing

      Actual results:

      mce operator is stuck because the ManagedCluster controller is waiting for all the ManagedClusterAddon resources to be cleaned up and the resource for Submarier is sitll present.

      Expected results:

      MCH and MCE uninstall and the Stolostron* subscriptions are removed.
