Steps to Reproduce:

1. Deploy an AppSet app targeting one cluster from a group of clusters
2. Make the target cluster offline ie. Hibernate or something
3. Observe the AppSet switch to another cluster but the Topology UI is not displaying properly after the switch see screenshot
